What Not To Wear - Sci Fi Edition

I am hardly the master of fashion, but there are all kinds of things wrong with what this sci-fi fan is wearing:

It is southern California...ok. It is not hot out, but certainly not cold. So why is this guy wearing a coat? And the rolled up cuffs?

What is going on with that?
